Elan HR, led by Craig Ellis & Paul Nolan, set out to modernize how organizations hire, develop, and plan succession for their people. Rather than build another interview-scheduling tool, Elan HR wanted a platform that could make talent decisions fairer, back them with evidence, and connect hiring to the rest of the employee lifecycle, from onboarding through to succession into critical and executive roles.

Elan HR engaged Master Software Solutions to design and build that platform from the ground up: a multi-tenant SaaS product that other organizations could adopt, configure, and run as their own.

The Challenge

Hiring decisions inside most organizations still rest on an interviewerโ€™s memory and gut feel. Even well-intentioned interviewers score candidates inconsistently, ask different follow-up questions from one candidate to the next, and can unconsciously favor candidates who remind them of themselves.

Elan HR saw three compounding problems this created for their target customers:

  • Inconsistent, subjective evaluation that made it hard to compare candidates fairly or defend hiring decisions
  • Slow hiring cycles, with HR teams struggling to build strong pre-screening questions and losing good candidates to slower processes
  • No connection between hiring data and what happened next, including employee development, performance, and succession planning, all lived in separate systems, or nowhere at all

Elan HR needed a system that could score candidates objectively and consistently, without slowing interviewers down or asking them to change how they naturally conduct an interview.

The Solution

Master Software Solutions designed and delivered a fully multi-tenant platform built around a single idea: every hiring and talent decision should be backed by a structured, competency-based evaluation and not a hunch.

The platform is organized into three connected modules.

AI-Assisted Recruitment and Selection

This module is the cornerstone of Elan HR’s offering. HR teams define job roles and assign weighted competency frameworks to each one, such as leadership, technical, behavioral, and values-based competencies, which are all scored on a consistent 1-10 scale with descriptive anchors at each level. A STAR-format (Situation, Task, Action, Result) question bank is tagged to these competencies so the platform can automatically assemble a relevant, structured interview for any role.

The distinguishing feature is how scoring works. During the interview, the human interviewer scores the candidate as they normally would, question by question, on the same 1โ€“10 scale. In parallel, the platform transcribes the interview and has an AI model independently evaluating the candidateโ€™s responses against the same competency framework. Critically, the AI-generated score is never shown to the interviewer during or after the interview; it exists purely as a second, independent, bias-resistant read on the candidateโ€™s answers.

This separation is deliberate. Because the interviewer’s judgment is never linked to a machine-generated number, their evaluation remains truly their own. Whereas the AI layer provides Elan HR customers with an objective reference point to sanity-check decisions, identify inconsistent interviewers, and refine their question banks over time.

Once the interview is complete, the two evaluations feed into a hiring recommendation, a competency match percentage against the roleโ€™s requirements, and a gap analysis. The candidate also receives structured feedback drawn from the AI evaluation, something almost no organization offers today, so that unsuccessful candidates leave with a clear sense of how to improve, rather than silence.

Employee Development and Self-Service

The same competency framework used in hiring carries through into the employee lifecycle. Employees self-assess against the competencies required for their current role, managers ratify those assessments, and the platform surfaces a gap analysis alongside a personalized development plan. A role-matching engine also flags internal mobility opportunities by comparing an employeeโ€™s competency profile against every open role in the organization, turning the same data used to hire externally into a tool for growing talent internally.

Succession Planning

For business-critical and executive roles, the platform layers on succession-specific workflows: risk scoring (low, medium, or high) based on how many ready successors exist, readiness bands (Ready Now through 24+ Months), and structured development plans that target the specific leadership, technical, and experience gaps a successor needs to close. Executive succession includes support for psychometric assessment data (MBTI, DISC, Hogan, and others), board-level visibility, and confidentiality controls appropriate for C-suite planning.

Platform Foundations

Underneath the three modules, Master Software Solutions built the platform to the standard required of a multi-tenant HR product handling sensitive personal data:

  • Full multi-tenant data isolation with row-level security, so every customerโ€™s data is enforced separately at the database level
  • Role-based access control across Super Admin, Business Admin, HR Administrator, and Employee roles, with granular permissions at each level
  • Comprehensive audit logging of every score, access event, and hiring decision, supporting EEO and adverse-impact reporting
  • GDPR-aligned data handling, including a 6-month default retention window on interview data and candidate CVs, encrypted storage, and data hosted in EU data centres
  • Configurable branding and competency frameworks, so Elan HRโ€™s customers can tailor the platform to their own values and job architecture without engineering support

Outcomes

The platform gives Elan HRโ€™s customers a hiring process that is structured and defensible by design where every candidate is asked the same competency-based questions, every score is logged, and every decision has a documented rationale. Because the AI evaluation runs independently of the human interviewer, organizations get an objective check on their process without changing how interviewers actually interview, and candidates, for the first time in most hiring pipelines, get real feedback instead of silence.

Just as importantly, hiring is no longer an isolated event.
