Norway House Cree Nation (NHCN), one of Manitoba’s largest communities, is located in Canada and has a growing population of approximately 7,500 community members and an additional 500 community council members. They faced a critical operational challenge: delivering clean water to over 1,100 homes on a legacy system that was very complex to operate.

The challenge
When Erfan, NHCN’s Financial Controller, reached out to Master Software Solutions, the water delivery operation was largely reliant on a complex legacy system. With over 1,100 homes requiring biweekly tank refills and a small team of subcontracted drivers covering the community, the lack of structure was creating real problems:
Resident Miscommunication
Residents called in to report low water levels, even when the tanks were at 50% capacity, which created unnecessary dispatch trips and wasted resources.
No Proof of Service
Subcontracted drivers had no accountability mechanism. Some contractors were claiming service completion without fulfilling deliveries, with no way for the back office to verify.
Inefficient Dispatch
Without real-time data or structured scheduling, truck dispatch was reactive and inconsistent, leading to even coverage across the community.
No reporting or Audit Trail
There was no way to track deliveries by driver, zone, or time period, making it impossible to process the driver payments accurately or audit service history.
Data migration issues
The client had a legacy structured database with different schemas between the source and target systems, which created mismatches. The data was dirty, incomplete, and duplicated, requiring significant cleansing. Many other service providers failed to migrate their data onto a delivery management system.
The Solution: Custom Delivery Management Solution
Master Software Solutions proposed and implemented TrakOp that fit NHCN’s unique operating environment. The implementation was carefully designed to address the community’s constraints, including low internet connectivity, free-of-charge service (no payment flow needed), and the need to manage subcontracted rather than employed drivers.
Zone-based Structure
The 1,100 community homes were divided into clearly defined zones (blocks/areas), with each zone assigned to a specific subcontracted driver. The system was built to support flexible re-zoning as the community’s needs evolve. Addresses were imported with GPS coordinates (latitude/longitude) to enable accurate mapping and routing even in areas without standard addressing.
Biweekly Scheduling Engine
TrakOp’s scheduling engine was configured, to automating biweekly delivery for every home. Each driver’s schedule appears directly in their mobile app, showing their assigned stops in list or map view with full route sequencing. Managers retain the ability to override route order where custom logic is needed for specific zones.
Zero-price Order Handling
Because residents do not pay for water, the platform was customized to handle zero-priced products. Product prices, wallet balances, and payment-related fields were hidden from the driver-facing app to prevent confusion. Drivers can place and complete delivery orders for free products without any financial interface appearing in their workflow.
Seamless Data Migration
We analyzed schema differences, built custom transformation logic, and created a staged migration pipeline with validation checkpoints. We successfully executed a complex data migration from a legacy structured system to a new architecture, a challenge that multiple vendors had previously been unable to complete. Back Office & Admin
The NHCN admin panel provides real-time visibility into delivery operations across multiple zones and drivers. Managers can monitor pending vs. completed homes at a glance, filter by zone, driver, or date range, and export job logs for monthly contractor payment processing.
Custom Reporting Suite
A bespoke two-level reporting system was built for NHCN:
Delivery Performance Report: filterable by driver, route, and date; shows delivered vs. cancelled counts by day, week, or month.
Block Wise Summary Page: monthly overview by zone showing first-half (1st–15th) and second-half (16th–end) delivery counts, with drill-down into individual homes.
Block-wise Detailed Summary: home-level delivery data, including customer ID, address, driver name, and weekly delivery breakdown, is exportable to Excel for payment and audit purposes.
Water volume tracking: amount of water delivered in gallons, reportable by driver, block, day, month, or year.
